No. Conventional loans go as low as 3% for qualified first-time buyers, FHA is 3.5%, and VA and USDA can be zero if you qualify — parts of northern Chester County are genuinely USDA-eligible. Pennsylvania also has PHFA first-time buyer programs, including Keystone Advantage down payment and closing cost assistance.
